Which rules apply in London?
Warm Homes: Social Housing Fund Wave 3 (£1.29bn for 2025–2028, plus up to £295m more for 2026/27) requires delivery under PAS 2035/2030, TrustMark-registered installers and, for heat pumps and solar, MCS certification. The fund is closed to new applications. Separately, social rented homes must reach EPC C on one reformed EPC metric by 1 April 2030.
What does it cost in London?
Our guide range for whole-house retrofit towards EPC C in London is £16,450–£28,800 per home. That is the UK range of £13,500–£23,600 (published figure) adjusted by a regional cost factor of 1.22 (VOA Rating Cost Guide 2026: inner London 1.17–1.32, outer London 1.08–1.26); figures are before VAT where the source states it. Every job is priced after survey; specification, access and the condition of the homes will move the figure.
How do we deliver it?
We do not treat a measure in isolation. If the design adds insulation and airtightness, we make sure the ventilation upgrade is in the same programme, because condensation is the most common retrofit failure.
Common questions
Which council areas in London do you cover for whole-house retrofit?
All 33: Barking and Dagenham, Barnet, Bexley, Brent, Bromley, Camden, City of London, Croydon, Ealing, Enfield, Greenwich, Hackney, Hammersmith and Fulham, Haringey, Harrow, Havering, Hillingdon, Hounslow, Islington, Kensington and Chelsea, Kingston upon Thames, Lambeth, Lewisham, Merton, Newham, Redbridge, Richmond upon Thames, Southwark, Sutton, Tower Hamlets, Waltham Forest, Wandsworth, Westminster.
Why does ventilation matter in retrofit?
Insulating and sealing a home without improving ventilation can trap moisture and cause condensation and mould. PAS 2035 requires a ventilation assessment for that reason.
Can you work with our existing retrofit coordinator?
Yes. Most social landlords appoint the assessor and coordinator directly, and we deliver the works they specify.
