Which rules apply in Wales?
PAS 2035:2023 sets the whole-house retrofit process (assessment, coordination, design, installation and evaluation), and PAS 2030:2023 covers installation. Most government-backed retrofit schemes require both, with TrustMark lodgement. We confirm in writing, before appointment, how each measure in your scope will meet those requirements.
What does it cost in Wales?
Our guide range for whole-house retrofit towards EPC C in Wales is £12,550–£21,950 per home. That is the UK range of £13,500–£23,600 (published figure) adjusted by a regional cost factor of 0.93 (VOA Rating Cost Guide 2026: 0.88–0.98); figures are before VAT where the source states it. Every job is priced after survey; specification, access and the condition of the homes will move the figure.
How do we deliver it?
Photo evidence is taken at each stage of each measure, including the details that end up hidden behind finishes, because funding audits usually ask for it.
Common questions
Which council areas in Wales do you cover for whole-house retrofit?
All 22: Blaenau Gwent, Bridgend, Caerphilly, Cardiff, Carmarthenshire, Ceredigion, Conwy, Denbighshire, Flintshire, Gwynedd, Isle of Anglesey, Merthyr Tydfil, Monmouthshire, Neath Port Talbot, Newport, Pembrokeshire, Powys, Rhondda Cynon Taf, Swansea, Torfaen, Vale of Glamorgan, Wrexham.
Do residents need to move out?
Rarely. Most measures are installed with residents at home. Where a measure is very disruptive, we discuss options with you in advance.
Why does ventilation matter in retrofit?
Insulating and sealing a home without improving ventilation can trap moisture and cause condensation and mould. PAS 2035 requires a ventilation assessment for that reason.
