Whole-house retrofit in a social home

What is included?

  • Fabric measures: external, internal and cavity wall insulation, loft and floor insulation
  • Windows and doors, draught-proofing and airtightness details
  • Ventilation upgrades to match the improved airtightness
  • Solar PV where it is part of the design
  • Resident liaison through a disruptive programme

Which rules apply in the North West?

PAS 2035:2023 sets the whole-house retrofit process (assessment, coordination, design, installation and evaluation), and PAS 2030:2023 covers installation. Most government-backed retrofit schemes require both, with TrustMark lodgement. We confirm in writing, before appointment, how each measure in your scope will meet those requirements.

What does it cost in the North West?

Our guide range for whole-house retrofit towards EPC C in the North West is £13,650–£23,850 per home. That is the UK range of £13,500–£23,600 (published figure) adjusted by a regional cost factor of 1.01 (VOA Rating Cost Guide 2026: 1.01–1.02); figures are before VAT where the source states it. Every job is priced after survey; specification, access and the condition of the homes will move the figure.

How do we deliver it?

We do not treat a measure in isolation. If the design adds insulation and airtightness, we make sure the ventilation upgrade is in the same programme, because condensation is the most common retrofit failure.

Common questions

Which council areas in the North West do you cover for whole-house retrofit?

All 35: Blackburn with Darwen, Blackpool, Bolton, Burnley, Bury, Cheshire East, Cheshire West and Chester, Chorley, Cumberland, Fylde, Halton, Hyndburn, Knowsley, Lancaster, Liverpool, Manchester, Oldham, Pendle, Preston, Ribble Valley, Rochdale, Rossendale, Salford, Sefton, South Ribble, St. Helens, Stockport, Tameside, Trafford, Warrington, West Lancashire, Westmorland and Furness, Wigan, Wirral, Wyre.

Why does ventilation matter in retrofit?

Insulating and sealing a home without improving ventilation can trap moisture and cause condensation and mould. PAS 2035 requires a ventilation assessment for that reason.

Do residents need to move out?

Rarely. Most measures are installed with residents at home. Where a measure is very disruptive, we discuss options with you in advance.
