Whole-house retrofit in a social home

What is included?

  • Fabric measures: external, internal and cavity wall insulation, loft and floor insulation
  • Ventilation upgrades to match the improved airtightness
  • Solar PV where it is part of the design
  • Resident liaison through a disruptive programme
  • Handover data for lodgement and post-installation evaluation

Which rules apply in the East of England?

PAS 2035:2023 sets the whole-house retrofit process (assessment, coordination, design, installation and evaluation), and PAS 2030:2023 covers installation. Most government-backed retrofit schemes require both, with TrustMark lodgement. We confirm in writing, before appointment, how each measure in your scope will meet those requirements.

What does it cost in the East of England?

Our guide range for whole-house retrofit towards EPC C in the East of England is £14,050–£24,550 per home. That is the UK range of £13,500–£23,600 (published figure) adjusted by a regional cost factor of 1.04 (our own estimate); figures are before VAT where the source states it. Every job is priced after survey; specification, access and the condition of the homes will move the figure.

How do we deliver it?

Residents get a plain-English guide to their new heating and ventilation at handover. A heat pump that is run like a gas boiler will disappoint everyone.

Common questions

Which council areas in the East of England do you cover for whole-house retrofit?

All 45: Babergh, Basildon, Bedford, Braintree, Breckland, Brentwood, Broadland, Broxbourne, Cambridge, Castle Point, Central Bedfordshire, Chelmsford, Colchester, Dacorum, East Cambridgeshire, East Hertfordshire, East Suffolk, Epping Forest, Fenland, Great Yarmouth, Harlow, Hertsmere, Huntingdonshire, Ipswich, Kings Lynn and West Norfolk, Luton, Maldon, Mid Suffolk, North Hertfordshire, North Norfolk, Norwich, Peterborough, Rochford, South Cambridgeshire, South Norfolk, Southend-on-Sea, St Albans, Stevenage, Tendring, Three Rivers, Thurrock, Uttlesford, Watford, Welwyn Hatfield, West Suffolk.

Can you work with our existing retrofit coordinator?

Yes. Most social landlords appoint the assessor and coordinator directly, and we deliver the works they specify.

Why does ventilation matter in retrofit?

Insulating and sealing a home without improving ventilation can trap moisture and cause condensation and mould. PAS 2035 requires a ventilation assessment for that reason.
